How do I get this out? If I remember correctly this is from a silver bicentennial proof set.

sharp edged knife on the side to split the two halves apart.

Apply heat with a hairdryer if a wedged razor blade doesn't work
with a hammer
the two halves have a seam on the edge. Sharp blade to pry apart.

Thanks for the tips! I had given up, but stern treatment with the Exacto knife finally prevailed.

Crack and resubmitt! PR70 in pcgs go for humongous dollars. They're as rare a hens feathers.
