1st offence- a warning letter.
2nd offence- 90 day suspension
3rd offence- they can ban you for life.

I guess my first question would be how do they know its deliberate? I am sure a lot of submitter honestly are not aware. Maybe just bad luck buying raw stuff. I am sure some of the big dealers can easily detect messed with stuff, but the average guy may miss it a lot of the times. What do you think?

Since it is from 2008 and only applies to dealers, I removed my comment.

If you read their memo, it does not seem to apply to "the average guy". The standard AT, questionable color, altered surfaces, etc. will still be in Details graded holders. Coins that have been "doctored" will not. Unless you are a coin doctor or an agent of one, this would not affect you or your submissions.

This seems like a step in the right direction.

The memo the op is referencing is dated 2008, so I don't know how big an impact it has had other than ATS is the most conservative of the 4 main grading services when it comes to grading toned coins.

Grading services should have some idea who the Docs are , well who the docs submitter is anyway.

What is the submitter called? A coin mule?

Only if they can prove that you drilled the hole yourself!
