How should I resolve this?

Had a scarce Chinese dollar sell last night on ebay. went for 3k. Buyer contacted me this am and asked me to send invoice, I stated ebay already did that. He wanted me to send a pp request to a another account, which I reluctantly did. He paid the invoice, but address is in china, and wants me to ship to Houston, So I called pp, and they said it was a payment that originated in china, but they would not cover under seller protection shipping to another address (which I am aware of) they recommended not to ship. What would you do> I hate to cancel a transaction on the guy, but don't want to loose 3k either. I was going to refund him PP and ask him to send a postal mo or something of that nature??

Cancel transaction. No brainer, IMO.
I agree with your plan. You could offer to pay money order fees (or Western Union, but that might be steep). You don't want to lose the coin or get caught up in a Chinese govt crackdown on cross-border payments.

I have sold to a similar buyer, overseas. I had to ship to a forwarder, then they ship to the buyer. I had no problem, but it wasn't a high dollar amount like yours. I would be hesitant also with that much to loose.

When you are selling Chinese Dollars, expect a Chinese buyer!
Refund the payment, have the buyer from China send the funds to the U.S. based intermediary, then have the U.S. based intermediary send the funds to you. As long as the U.S. based intermediary has a confirmed PP address, then you will be covered on a shipment to that address. Not your problem as to how the person in Houston gets the coin to China, if in fact that is the objective.

If you have the cash in your account, issue a refund and cancel the transaction in eBay saying there is an issue with the buyers address to get your fees refunded.
You'll lose $3k AND the coin. Eventually the PP account will be have a chargeback and the coin will be in China.

contact the buyer in China and tell them what PAYPAL told you, and why the present method will not work for you.

You're only covered by paypal seller protection if you ship to the paypal confirmed address. I made a mistake of accepting a paypal payment and shipping to an address the seller provided. I found out it wasn't the paypal address several months later when they filed a charge back. Luckily paypal gave me my money back, but they didn't have to as it wasn't covered by their protection program.
If it's legit the buyer will do it your way.

there are legit buyers who use usa forwarder companies to get around the us only restrictions.

my buyer didn't pay with paypal, but the deal went ok.
this one might be ok, but with 0.00 paypal protection this is a refund/no-ship situation. also, the idea of using a money order would likely not be a good idea because the buyer sounds like they are in china. it can take weeks and weeks for a foreign paper instrument to clear.
the bad thing is that china has restrictions on wire transfer amounts. there is a single limit to report and a cumulative limit. Without mentioning the restrictions, I'd ask for a wire transfer. I think $3,000 is well under the limit and I hope the buyer hasn't done a lot more recently. Although, I also keep a separate account at a completely separate bank for wires. I also transfer cash money between banks so one doesn't know about the other. This is for the case of transaction reversals. I'd recommend that for you, too.
Don't ship. If paypal won't back the transaction the party is over.

One other thought - a wire transfer was mentioned. I just got a big surprise because my local North Carolina bank (Jdimmick lives in NC) just charged me a $20 fee to RECEIVE a wire transfer. I can understand a fee to send funds, but to receive them? Am considering changing banks.

Could this be handled with a major 3rd party intermediary such as Heritage or Stacks/Bowers? They ensure neither side gets screwed. Might have to pay 5-10% fee but you wouldn't lose the sale or the coin. If you have connections at such a PNG firm, they might do it at no cost. Just a thought.

Unless you have a high roller account with perks, it's pretty standard to have to pay a fee to accept a wire transfer. I suppose there are exceptions tho.
Agree with others, a scam. Sure they are willing to pay over retail, on their terms, ie with a stolen credit card or a crazy mixed up jumble of addresses that cannot be tracked once the scam is clear as the morning sun. Why can't our supersleuths in our intelligence agencies bombard these jokers??
The buyer could simply direct the Houston person to purchase and send the USPS money orders.
Also, it's been suggested here to use a blind account at your bank to send and receive wire transfers. Saves having to use multiple banks.

Choice one: Explain the problem, make sure they understand the problem. Make sure they understand that even Paypal said not to ship the coin. If the buyer chooses to pay with a MO or check, make sure it clears and get a name and phone number of the person who is receiving it. Document the receipt of the coin.
Choice Two: First explain to the buyer the problem. Make sure they understand the problem. Refund the money, document everything. Then offer it to the under-bidder in the US, or relist it and make it clear that you only ship to a verified Paypal address if they choose to pay that way..
Just my opinion, it doesn't sound right to me.. As for choice one, most folks know even after all that it could still be a scam..
The red flag is that the buyer wants to change the terms of the sale after the sale.
Cancel the sale and don't argue or bargain with the buyer.

This. I had this happen this morning. Buyer bids and wins from Spain. I use ebay global shipping only for international sales. He contacts me and wants me to send invoice with lower shipping costs because ebay plans to charge him $150. Told him sorry, that is the only way I'll ship the items and offered to cancel the sale. Haven't heard back.
All of the legitimate forwarding companies that I have dealt with will bid and win the auctions themselves. Ship to U.S. address then forward.

We have some legit foreign buyers who buy in the U.S., have shipped to U.S. forwarding addresses which then ship the packages overseas.
The legit ones have it all set up properly through PayPal so that the intermediary shipping addresses are verified and confirmed, thus eligible for seller protection.

Yeap! Same here. If on the up and up they may be from another country but the shipping address is registered with ebay and paypal in the US! I have had a few without that did make things work through a friend that has US shipping address

Paypal allows multiple shipping addresses. Although the sale was cancelled, there are reasons why the buyer can set up multiple addresses. As long as they are set up correctly in paypal, you have coverage. Here are a few that I have dealt with:
Overseas buyer: For example, the buyer is in France. When they buy from France, England, etc. it is a French Address, but when they buy US, it goes to a forwarding company in the US.
The shop: I sell automotive. Some people do not live near the shop they are using, or, since the shop is a commercial address, shipping is cheaper, so the 1965 Mustang Frame rails are addressed directly to the shop.
Snow birds: Dual residences, dual shipping address, modulates with time.
Road Warriors: People on the show / meet circuit might hit 15 shows over a 2 month period and never return "home". They want their item, either because they just want it, or they are going to resell it. They also have to restock inventory. They have done this for years, and have standard places they stay or a standard "depot address" where inventory is shipped, and they pick it up when they arrive at the next location.
I have even been the "depot" for some people who live across the pond, who are flying in to the big car show in the area (5500 vendor spaces, stretching if it was in a line, 20+ miles). The parts are sent to me, and I bring them to the swap meet, where they pick them up, as they have bought from me for years.
When this is set up correctly in paypal, it can be a seamless transaction.
