This one is among the more common two feathers but still brings a premium. Last auction of a 63 brought $300 vs it being less than a $100 coin for non-variety. This appears to be one of the dates where more feather is acceptable than others to make the attribution cut. If you look at the ones displayed in CoinFacts and the corresponding auction links, most appear to have parts or shadows of the small feather present.
One reason for the acceptance of this date is it's long history of being attributed as a 2 feather. The old ANACS was slabbing it like that 25 years ago (or more.) Many of these DO show a trace of the feather-out of the 27 dates generally recognized only 17 show no or virtually no trace of the third feather.
