Just "bust up" the holder and send it in with the 67 cert and ask for a reholder.
Cert lookup says its a 66+.
So, two graders said MS67 and finalizer over-ruled them ?
I don't think the finalizer is involved when the other two graders agree.

I thought a finalizer looked at all coins; at least for classics.
Have you tried phoning them and asking about the 2nd label? It would be interesting to get their response. See what they'd say.
