I've seen half cents and large cents in foam+rattler holders, so the foam was used on more than just small cent holders. So, I believe running out of one size of holder was just a guess.
I have only seen foam used on copper or copper-nickel coins, never silver, never gold, never nickel. So, I would guess someone asked PCGS to experiment to try to seal the holders from humidity to protect the color of the copper and copper/nickel coins.

100% sure, yeah the luster under a lamp makes it look like a real gem, and in hand all the compliments have been that its all original unmolested.
