Is this a 1909-S over horizontal S?

Is it and is it worth a premium in this condition? Thanks for looking.

It may be. Take some nail polish remover on a Q-tip an dab the mintmark a few times each time with a freshly soaked Q-tip. DO NOT rub the coin.
I have acetone but have never used is on copper. Should I soak the entire coin or just dab the area around the mintmark?

It's possble. I had one years ago, I bought raw as a dealer, and had certified in an MS, red holder. I forget the exact grading number. Here it is the blow-up from "Coin Facts." I didn't get a big premium out of it. You need a 10x glass to really see it.
As a variety it actually has a lower price guide value than the nonvariety oddly enough. I send in a 1909 s a few years ago hoping they would not holder it as the variety for that reason.
Yours is not, I just magnified the image of the OP's coin.
MM position looks wrong.
Not an overmintmark 1909-S.
Kind regards,
George
I see that now. Thanks for all the reples
Another question, will a acetone bath to remove some of the crud cause any problems? I've never soaked or dabbed a copper coin in acetone before.

You never know with copper....usually the result is not good though.
Just my experience.
You look at pushing off some of the stuff with a toothpick. Sometimes the dirt and green stuff is only on the surface.
Personally, I would not soak it in acetone. Not a fan of mixing acetone and copper.
It looks like it has already been hit with some type of solvent giving it that glossier sheen. And most 100+ year old copper will have accumulated some grime and gunk, so I really don't see it as an issue.
Does not look like the 1909-S/S 1C S/Horizontal S...and there is a slight market premium according to PCGS CoinFacts.

I agree that it is not the variety.... it looks like accumulated dirt.... or, as I call it 'sludge'... Acetone will not affect copper....however, depending on what type of organics have accumulated, it can affect the appearance of the coin. I have used an alcohol bath followed by hot water (under pressure) to remove accumulated smudge ... not always successful, but often enough that it is my first effort. Cheers, RickO
Interesting. Years ago I had a prominent dealer suggest I boil it in water for a minute or two followed by a alcohol bath, followed by another boil. Maybe I'll try that
