I'm guessing 2/3 as the others have said. A Draped Bust dime that I submitted, for comparison:
Honestly, there is no chance that comes back as PO-01 if submitted to PCGS. It’s probably an AG-03 with a shot at FR-02. This is the coin I sent in raw for comparison.

Having a virtually blank reverse with a readable date gets you a long way toward making Poor-01. Dr. Sheldon called that grade "Basal State" ... "BS" for short.

odd wear in the left obverse field - is it bent?
It just looks like a metal defect, I don't see a bend.
And I assume that Poor 1 coins rarely have much extra value unless you get the hard pop. ones.

i agree that looks like a 3 to me as well.
