Anyone familiar with this set? Outer envelope?

Is it original packaging? If so, I assume it was sold at the mint to those who visited in person for the tour, considering the inclusion of the mint medal.
I have never seen anything like it - I suspect an aftermarket holder.
I have never seen it, not sure if aftermarket or US Mint souvenir set similar to this,

This is the first time I've seen this set being offered...not sure if this is a Mint product or after market product. Interesting if this came from the Mint gift shop as I've never seen this token before.

It is unlikely to be an "official issue" in the traditional sense of the word. The mint sold special sets at at least one coin show that year and this was a 3 piece (with medal) cu/ ni clad bicentennial set at the Texas Numismatic Association show.
I'd guess this set was sold at another show but might well have been packaged by the US Mint. The TNA set came in an envelope that stated it was packaged for the show.

That red and blue stripe theme has been seen in other 'after market' sets made
Based on this envelope I'm not convinced (yet) that this is an aftermarket product.
I would think that they would need permission to use the names stated, and to use
'US Mint'

If the coins, dollar, half and quarter were removed from an official 3 piece Mint product they are just relaying information from the Mint packaging, names are the same, just like an article mentioning Mint officials. I would think perfectly OK. Now if they just took bags of coins and packaged them into sets, that would be different, but the coins used by the Mint for the Bicentennial sets did have a bit, just a bit of special handling.

All of the mint made sets I have seen that were sold at conventions or gift shops had a light blue envelope. I am not sure origin really matters, it is an interesting set.
Curiously I just looked through some souvenir sets and found a couple of two piece (plus medal) sets with souvenir set-like envelopes. These are just the half and quarter. They were apparently mint issue.
Those were sold at the 1975 ANA convention in L.A. I was there.

Been a while, but as I recall it was the U.S. Mint booth. The dollars had not yet been released, so they did the quarter and the half and a San Francisco Mint medal since the show was in California.

Set I purchased arrived. Did a search for this set and found this, I'm hoping this might spark someone's memory. Also found the letters 'IACOCOA' on obverse of medal.

I found a couple of these sets as well.
The first is similar to your second set but has a MN 13c stamp. (Aug 25 post mark)
The other has no stamps or post marks at all.
This is starting to ring a bell now. Lee Iacocca was, I believe, chairman of the Chrysler Corporation by about this time. He had something to do with the bicentennial and coins but I don't recall the connection.
