I think that the piece has been cleaned, but it might be market acceptable. So far as the grade goes, I would say Fine, but since I consistently undergrade circulated Standing Liberty Quarters, it's probably a lower end VF.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?

I'd call it a nice F.
Many dealers will ask VF money for it.
A little soak in acetone and then a thumbing will improve the appearance but it will still be a nice F.
