I've had that before. It looked like tiny fragments of plastic from the manufacture of the holder and they seemed to be on the coin. I couldn't be bothered dealing with customer service so I cracked the coin, CAREFULLY lifted the substance off with a very soft artist brush. It seemed like they were being held to the coin by static.
I sent it back raw.
It upgraded..... Go figure. LOL...
