For this year, the order of most sharply struck to most weakly struck is usually Denver > Philadelphia > San Francisco. Statistically, the coin is likely a Denver minted piece. Since you're posting this, my guess is that it is an "S" mint.
I would never have said that the 1944 was a San Francisco coin. They often range from run of the mint to mushy for strike quality.

For the second coin, both 1938-P to 1938-D often come well struck. I'll guess a D.
Both coins are very nice and have great strikes, but the 1944-S is beyond belief. It is incredible and very rare to find one with a strike like that.
