I feel your pain. I bought a 2017-S Enhanced cent in "70" and upon receipt it had not one, not two, but THREE spots on the obverse AND a contact mark on the reverse. I decided to send it back for refund and retreat back into the 18th century circulated coin world I came from. All too often this has been my experience with modern coins. My advice would be that if you can't inspect the coin in person (show,shop,exact pics, etc) leave the modern 70's to someone else. It's a crap shoot for sure.
We had a well-known dealer on the forum recently seeking out the buying of gold coin's that werent a "problem" in grade 70.
As far as NGC, with moderns I look at their 70s as a 69 in PCGS. Therefore, buying an enhanced set of 70 in NGC is like raw to me.
What was the selling platform? Ex Ebay? Who was the seller? That way I can be cautious of the seller should I run into them on Ebay. Not saying I go there!
Selling platform was e- bay. I bought two sets for under130. The other set looks good and I will keep. I'll send this set back. I am done with this set. I have two sets in OGP and I'll just store them away and check them in 5 or 10 years.

These get MAYBE a couple seconds to be looked at and, imho, right now, the 70 vs 69 for these modern coins is somewhat of a game and coin toss.
I agree with your statement but I can see where this stuff happens (when it shouldn't).
Also, a lot of the moderns are graded, I do believe, by more of the less experienced graders. Particularly if done bulk.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

I would return that coin.... or unload it on ebay... Cheers, RickO
