Hello Everyone,
I'm a newbie to the forum. I have followed some of the discussions over the past couple of years and learned quite a lot. There is one thing I am still not sure about, so now that I have joined I can pose the question to this knowledgeable group. When looking at the PCGS Coinfacts auction results, is the sales price listed the hammer price or does it include the buyers premium? Is it consistent one way or the other?

The prices listed there include the buyer's premium.
One thing you should do is go to the original auction listing if possible. Some of the very low prices are for coins in "details" grades. To expand on that, a coin with AU, but down graded for cleaning or other problems, is listed with the other AUs. You won't know about the "cleaning" or other problem unless you look up the specific transaction.

I'd take Bills advice and look at the original auction results.
In addition to "Details" coins sometimes an abnormally high price will be due to an attractive toner.

For the most part they include the BP, although I've seen on several occasions where it doesn't. It's best to check the original auction listing as Billjones said.

I didn't think Coinfacts listed auction sales for "details" coins (body-bagged coins). Details coins don't have a numeric grade anyway (at least not PCGS and NGC) so how could they appear in Coinfacts?
I do agree if a link to the sale is present in Coinfacts you should absolutely use it and look carefully at the large photos and read the cataloger's description.

Alway's, Alway's, Alway's look at the coin being referenced. Factors like toning, eye appeal as well as those mentioned, have an impact on price.
I also agree with Bill...sometimes there are "varieties" as well listed, which could elevate the hammer prices.

I also have noticed this on several occasions.
The Coinfacts "Auction Results" section is sorted by grade (possibly mixing in problem Details coins), then by date.
Example: $2.5 1796 No stars:
pcgscoinfacts.com/Coin/Detail/7645
I prefer to use the "PCGS Auction Prices Realized", which has more detail on each sale, including Details notes; it is sorted by date but you can click on the grade column to sort it by grade:

Many Coinfacts listings are "details" coins. For PCGS & NGC they show up under the "base" grade at each grade level. i.e. VG8, F12, VF20, XF40, AU50 etc. It is something to watch out for.
In the $2.5 1796 No Stars example I linked above, no "Details" graded coins show up in the Coinfacts Auction Results table.
Details coins are listed in the PCGS Auction Prices Realized list, but are appropriately flagged.
Of course there are rather few specimens of the $2.5 1796 No Stars, so this does not mean that Details coins do not show up in the Coinfacts Auction Results table for other dates/denominations. I checked 1797 Stars and 1797 also; did not find any Details coins in the Coinfacts Auction Results Table.

Do you have any examples of Details coins in the current Coinfacts Auction Results tables?
(Sorry that I started this off on the wrong foot by stating that they were there - I had looked quickly and saw some low prices, but now I see they were just in the oldest sales).
So I believe Lance Keigwin is correct on this.
