What am I looking at, here?

I posted this about two weeks ago in the Q&A forum, and didn't get any responses. I'm new here, so I don't know if I just put it in the wrong place or what, but I thought I'd give it another chance, here.
I found this coin about 20 years ago and it caught my eye so I set it aside. I looked online for info, but never found anything. I took it in to a coin dealer fifteen years ago, he looked at it without a loupe, for less than 5 seconds and said, "Somebody crimped it with some pliars", and threw it back at me. About 5 years ago I took it to another coin shop, and darn the luck it turned out to be the same guy with the same theory. I'm not usually this stubborn, but I just don't accept his answer; the obverse looks likd it's been solidly stamped (it's a 1983 P btw), and shows no sign of being crimped, where the reverse didn't get all the details of a good stamp so I assume that something hindered it. Any help, info, or advice would be appreciated.

When I was a kid I would check the local laundromat for coins stuck inside the large rotating drum dryers. Dimes could get stuck part way under the dividers. Many of those coins I found had very odd wear patterns.
Almost looks like it was in a machine that manufactures worm gears .
