Looking for an understandable explanation on this one...

Ok, so I sent in my 5 sets of sealed 2011 Silver Eagle Anniversary sets to NGC. And wow- its been about 3-4 years since I sent in coins to them and things have changed. Not for the better at least not for the customer- the fees have really gone up in many categories. It shouldn't be that expensive - I was on the fence about sending them to PCGS but its sometimes easier just to go with what you already know and besides - NGC offers some multiholder units for coins and that would be good to have a set of 70s housed in one case. Well - no longer the case on that either!!! And getting first-strike or early release (which is silly but does get a higher premium for some unknown reason) won't even be done anymore if the coins aren't in there by 30 days.
Ok, anyway enough lamenting and complaining and whining. Lets get to the point at hand shall we???
The coins can't be graded as anniversary sets unless sealed. Agreed. Yes, of course. So, they are sent in sealed and accepted properly as such. No problems so far. Now, about 2-3 weeks later the coins are all graded- pretty good turnout in general but one of the bullion coins of the anniversary set gets graded as:
Artificial Toning - unc details.
Artificial toning?! Who would have artificially toned the coin??????? Help me make some sense of that one?! In any case, I'm not getting that - I'm guessing it makes it worth not so much and not more in this case.
Eagerly awaiting accurate replies!

I am actually getting used to these run on paragraphs....lol
the most accurate reply: Call NGC Customer Service and explain. Then listen to what they have to say. Maybe they think you stored the box on a water heater?

If it toned, even if naturally, it might come back AT.

I think they may have been burned awhile ago and now have instituted a policy of strictly not allowing modern silver eagles with color in straight graded holders.

I just sent an email asking them to consider regrading pro bono with toning intact thanks to all this great advice! I also asked them to check with the people doing intake to see if there was any report of the coin being dislodged from the capsule which seems hard to believe when it's so hard to get the capsules open with an intentional effort!
Actually a lot of people have reported loose coins when they received them from the mint. You could actually hear them. In light of everything else I think this is what likely happened.
Good luck with your efforts to get this resolved

Fellas, leave the tight pants to the ladies. If I can count the coins in your pockets you better use them to call a tailor. Stay thirsty my friends......
Appears coin came out of capsule, remained in sealed box, got toned like the one in the above thread and NGC considered the toning to be artificial toning.
IMO all toning from a reaction to the surrounding environment is natural unless a torch, heat or chemical is used.
The price of gold is set by faith, or lack of, in the currency it is priced in.
