The 8 in 1928 is doubled.But it looks like it could be a 8 over 3. Just want to know if there are more out there with partial date doubling......I don't think it is machine doubling.
Here is his coin. I was emailed two pictures and asked to assist with posting them. The first was rather out of focus, so here is the more usable of the two.
Many different 1928-S dies have legitimate doubling on the obverse. It's most observable on the "AF" monogram and TRVST. Strike doubling is also common, unfortunately.

shelf doubling on the date & the right side of
the 8 appears to resemble a 3.
There is also doubling on the motto ,,,OD WE & TRUST
and at the designer's initials and at some of the right side
of the rays in the tiara.
To my knowledge there is no 8 over 3 variety for this date.
