Didn't a Texas coin dealer get arrested back in the 80's for toning coins in pcgs rattlers ? I remember seeing his coins at a coin show and he had a whole case of blue toned silver dollars. Everyone of them looked like they were toned the same day and all were bright blue . I think his name was Bill Masters ? Does anyone remember ?
