Information about this came out at the PCGS Luncheon at FUN and was mentioned on the forums at that time.

There are two small holes that look like dots in the label near the bottom of each corner in the label. They look like small dimples, but there is a tiny hole in them too.
There are also four sets of circles in the flat areas of the plastic around the coin... similar to what was on the old rattler slabs and 2-piece holders. The marks are not on the surface of either side of the holder but seem to be imbedded in the interior of the slab.
I do think it is odd that the hologram sticker is on the surface of the back of the slab and could presumably be damaged as folks toss slabs around and could even be peeled off. Seems like it would have been better to have it under the plastic and affixed to the back of the label itself.

I think I figured out why it's done this way. If you look closely at the hologram it has a serial number on it. It can probably be used by PCGS to verify that the correct label is in the correct holder. With the hologram label on the plastic and not the label, it is not possible to move both of them to a fake holder containing the wrong coin. If the hologram were on the label, then it would be possible to remove the label and hologram together, undamaged. Also, notice the pins through the label in the lower corners. This prevents the label from being separated from the holder without destroying either the label or the holder.

I think, perhaps, the secure plus coins receive it.

I sent in mine as a bulk submission so it probably makes sense that I would get the regular stickers.
Too funny, I just checked my show labeled kennedy clad because I couldn't remember which sticker was used...then realized there are no stickers on any of them, no old sticker or new sticker...clad or gold

Those stickers are reserved for the "elite" coins and not for "modern junk."
