I disagree. It is what I have heard called "Longacre Doubling." Hubs of that era usually have a shelf around the designs and lettering. It is normally polished away when the die is basined prior to use, but if they do not basin the die thoroughly the shelf can survive.

See this thread. The piece shows two hub impressions. Notice the outlining left by the hubs.
If these were dies impressed by those hubs, and the dies were then basined (i.e., polished by being held against the center a revolving, slightly concave polishing stone), the outlining would theoretically get polished away, leaving just the design or lettering in the die.
