what caused this 1910 cent to made this way?

Here is an odd cent that came in last week and I wonder if it was made after minting or an error. As you can see it is much smaller than a regular cent.
I thought maybe the rims had been filed off but it is perfectly round and way thin.
You can see most all details very faintly.
Weight is .040 oz where the regular cent is .110 oz

    It's damaged. If it were buried in acidic soil or found at the beach after being there for a while it may look like this, too.

    It looks like it had a very long bath in acid. I once had a 1907 Indian cent that was about the thickness of a sheet of thin cardboard that had this look.
    Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
