what caused this 1910 cent to made this way?

Here is an odd cent that came in last week and I wonder if it was made after minting or an error. As you can see it is much smaller than a regular cent.
I thought maybe the rims had been filed off but it is perfectly round and way thin.
You can see most all details very faintly.
Weight is .040 oz where the regular cent is .110 oz
