They shouldn't be, but I imagine that they will crank up the interest in Proof sets, at least in the short run. I take they were get into mint sets as well???
At any rate these things will still be made from the same old alloy that spots so easily. I imagine that a far number of the Proof coins will be delivered with spots just as they are today. These things really serve no purpose. Years ago the mint sold a “young collectors” set of presidential medalets that had more historical information on them. But at least these things do generate revenue through their sales to collectors.
Just a thought, but then again the cost of minting pennies and nickels exceeds the identifying value of each.
Then again, all of this seems like a pattern of governmental misuse of capital...literally.
