Previously the mint was required to produce enough bullion to meet demand before they could issue proof or uncirculated editions. Silver was so hot after the crashes in late 2008 that both proof and uncirculated versions were cancelled in 09 so that more bullion could be produced. They passed a law in 2010 that allowed the mint to produce collectors versions despite bullion demand but by the time it passed it was too late for uncirculated and only proofs were released.
