Best to you on it. It is NT, imho, but it is UT (ugly toned), as I stated as well (to me).
I have some franklins and washingtons like that, that I bought from a board member...part of a mint set from 1954. Sight unseen (with a return policy, but it really wasn't worth it to spend on shipping to return, etc). I know from my own experiences that, that kind of toning, is not pretty to me. Unacceptable even.
But, if YOU like it, and are fine with it, that is what matters.

The toning "stain" under the chin isn't nearly as pronounced and offensive as the pic would lead one to believe.
I am quite happy with this addition to my classic commemorative set.

That's a spill. If all I had going for me in my life was a reputation in relationship to market grading coins, I don't believe I'd want to put my imprimatur behind that one, either, I think I'd rather want it to represent better tastes than that. FWIW...
It can never hurt, but just might help. I usually always will try an acetone bath if the coin is worthy of grading but has some funky toning or substance on the surface.
