I'm not saying it's not possible that this coin was released by the GSA in this fashion, I'm just saying I find it a bit hard to believe. As I recall the early sales by the GSA, bidders were allowed to "win" one coin of each date. These coins were then shipped in single boxes (as the one pictured) but with a USPS-approved mailing label.
After the first series of sales in the early to mid 70's, many of the common date coins remained....especially those from the mixed CC category....those that were too bagmarked or "tarnished" to go into the GSA Uncirculated holders. The coins were held by the GSA (many had been date-stamped on the outer boxes) and were finally sold in the 1980 sale via the boxes of 5.
From the chart below, Van Allen & Mallis, who had access to the GSA CC dollars before the sales, noted that all of the 1878-CC's (with the exception of 3) had been sold during their initial offering at $15 each. Those 3 were probably coins that were out on loan.....as many had been loaned out as promotional material.
Should anyone wish to propose an alternate hypothesis of how this coin was released as such, I'd be glad to listen.

I agree with what GSAGuy says. The stamped date on any of the boxes don't look right either.

I've seen a number of original unopened GSA's opened and none every displayed scuffy plastic.
Early Proof Sets in multiples (38-42) of which I have never ever seen in 25 years in the busines....and I look.
Of Course everyone that bought these and opened them appears to ahve had a problem, but If sure it was jsut a mint employee whizzing coins, or and errent GSA employee scratching GSA cases before they packed them.
It's absolutely amazing a seller like this has a 99% + feedback rating.

I don't doubt there's an 1878-CC inside. But what's one cost in MS60 or 61........$250? Quite the profit if what I suspect happened actually happened.
