What feedback should I leave?

This in not completely PM related, but I feel the PM forum as my forum, so if you don't mind, I would appreciate your comments.

I bought few coins (worth only $9.99) on eBay on 1/23. Seller stated "Priority Mail", free shipping.
I received the notification from eBay that my items were shipped on 1/26.
On 2/1 I received an email with seller's apologies because he received the envelope back for additional postage.
Finally today I received them. Postage paid is $1.22+$0.34. No priority mail mentioned on the envelope. No delivery confirmation.

Should I leave my first negative feedback, just forgive the seller (I am a seller myself) or hit his DSR?
The shipping was free, why blame him for just 10 days transit time?
He put 6 2x2 cardboard flips for free at the time of the first shipment with a nice letter explaining how to put the coins in there.

What would you do?

Hit his DSR. A negative would be too strong.

Let him know by email let the feedback slide. Free shipping successfully is free shipping. JMO

You got the items and he communicated with you to keep you informed. That gets a positive in my book, especially if shipping was "free."

If anything, send an email or note explaing your displeasure.

Neg is too strong....A 1 star on shipping might be appropriate. Afterall, he is claiming priority, and not using it. Thats at the very least, false advertising.

No Neg. I sell numerous items on eBay and that would suck to get a neg over that. I use turbolister for all my items and normally just have to change a few things between items. I will sometimes forget to change from Priority to First class. I've received a Neg for that very reason before so now I'm extra careful but it does sometimes still happen.

Since you did not pay for s/h, what difference does it make? Give him a 3 for delivery time.
