ASE Eagles Upgrades???

Can someone tell me if I can determine if my PCGS MS69 20th Anniversary Eagles are upgradeable to MS70?
Is there a way to determine this by the serial number on the PCGS casing?

Sorry, I think everyone misunderstood what I was saying.
I know PCGS changed their policy about grading 2006 W as MS70 when the coins were originally graded.
I was wondering I have two coins in hand 89990.69/1078XXXX and 89990.69/1120XXXX.
At what point was the policy changed with which it corresponds with serial number?
That is to say when PCGS changed their policy what was the last number at, such as, 89990.69/1050XXXX?

I thought the serial number determined when the coin was graded?
That is to say, isn't 89990.69/1078XXXX graded before 89990.69/1120XXXX?

89990=PCGS number for the 20th Anniversary ASE
69= you know what that is.....................................................................yea itz the grade, what you think it was
1078XXXX= not exactly sure

Serial numbers run in blocks but not consecutively. 1230xxxx may have been slabbed before 1120xxxx. Also 1270xxxx may have been slabbed after both of them. There is no way to absolutely identify when a coin was slabbed by its serial number. PCGS does this intentionally for this very reason.
You wouldn't believe how long it took to get him to sit still for this.
So, if I had a 2000 or 2001 which I thought had a chance at an upgrade, just by virtue of being a Silver Eagle, it qualifies.
The certification number has little to do with it as much as PCGS's hesitation to grade any Silver Eagle as MS70 due to their inherent milk spotting.
However, I think PCGS feels rather safe with this change in that if you do have an older SAE in a PCGS slab that has not milk spotted by now, then it sure wouldn't spot if it got upgraded!
But as has been pointed out, upgrades are NOT automatic and coins will upgrade only IF they deserve the upgrade.
