<< <i>When a seller states that a card such as a Rose RC "has never been sent in for grading and that he cannot guarantee authenticity" of the card he is really saying, "I am certain this card is a reprint or trimmed, so don't blame me when PSA rejects it." That is a huge red flag and put there so he can claim that he warned you...I hope I'm wrong, but I would not be optimistic if I were you. >>
What he said
/////////////////////////////////////////////////////////
I dunno for sure if it's good or not.
But..........
We have a VERY experienced seller, who "knows about" third-party grading/authentication.
Why does such a seller leave more than half the money on the table, by not "sending it in?"
EBAY SYIF requires sellers to agree that they "are confident" such items are authentic;
OR,
such sellers can use the word "replica/copy" in the title and description;
AND,
such replica/copy must be marked "replica/copy."
A mere "I dunno" style-disclaimer is a TOS violation.
MANY sellers are going into "last-period pricing/operating mode." They are
fed-up and/or are about to be run off.
ALL that said, PayPal will refund on the SNAD, if/when PSA says the card is NG,
provided the 45-day clock has not run-out.
RIP GURU
Using this Rose RC as an example, since it has no markings stating reprint, archive, etc., can it still be a legit reprint or simply a fake? Donrus, I'm not suggesting that this card isn't legit. I certainly hope it is. I'm just trying to learn more about reprints and how to spot them.
<< <i>What leads you to believe it is "bogus"? >>
The lack of quality with the printing(mottly looking focus), and the colors that are completely off. Also, on an authentic card, the "C" on his hat will appear to have an outline, the counterfeits will not have such. In the 1980's there were thousands of counterfeit Pete Rose rookies produced, and this card has all the signs of one of those copies.

LOTS of info.
Spot Those FAKES
The color looks off.
All Pete Rose rookie reprints are bogus and the ONLY ones legally sold are marked as such on the versio.

PayPal will give you a refund.
If the seller was smart, he would give you a refund before he even bothers to ship the thing.
ALOT of folks are watching this transaction.
Buyers now have ALL of the power when they use PayPal.
Gradeing huh?

EBAY TOS.........
Authenticity Disclaimers
Sellers may not disclaim knowledge of, or responsibility for, the authenticity or legality of the items offered in their listings. Sellers should take steps to ensure that their items are authentic before listing them on eBay. If a seller cannot verify the authenticity of an item, the seller is not permitted to list it.
Violations of this policy may result in a range of actions, including:
Listing cancellation
Limits on account privileges
Account suspension
Forfeit of eBay fees on cancelled listings
Loss of PowerSeller status
Some Examples
The following statements violate eBay's Authenticity Disclaimer Policy:
"I cannot guarantee the authenticity of this item, so please bid accordingly."
"Vintage Handbag Chanel???"
“Looks like it could be a Louis Vuitton bag”
“I believe this is painted by Degas, but can’t be sure.”
.....................................................................................................................
NOTE: An argument could be made that sophisticated buyers should not
be bidding on such listings. Just saying....
In all sincerity, I appreciate the useful info that you often provide on these boards. You've helped me avoid many pitfalls. Thank you.
and a PayPal INR can be filed immediately.
If the buyer has a pipe-dream that the card is real, there is no need to rush, though.
PSA can look at the thing in plenty of time to meet the 45-day window.
But........ if the seller was smart, he should just refund you and not even bother shipping it. In the end, it can and will cause the seller more problems than just giving your money back. I would just email and tell him this up front.
