Compare mint state versions and you will see that the 3 wraps around and at first glance from a distance, you'd guess 8.

I just keep seeing a bottom loop begining on the digit. It really looks like an 8 to me.

True. I am starting to move toward an 8. I took a look at the 1928's on the Peace Dollar thread and it may be an 8 after all. We need an image of a '23 and a '28 to compare.

I just don't think the bottom circle looks round enough to be an 8, can't tell that it's complete. Have to go with the guess of 3.

Will check out some registry pics.
