Looks like it could be an AU-50, 53 or 55 or even as high as 58. It depends on how much luster is left and how much wear there really is versus the weakness of strike.
The picture makes it impossible to grade. Do you have other pictures that are shot from a different angle? From what I see in this picture it is atleast AU and probably better. The wear that everyone seems to see on the obverse is mostly from the way the coin was photographed. The top and bottom bands appear to still be split so thats why I say AU atleast.
In order to obtain FSB, the center bands must also be present and separate. This will not grade FSB unless the picture does not adequate reflect what the coin looks like in hand.

from the pic I would say au55 , typical yuckey reverse strike for a 45. However I would not be surprised to see it up to MS63 hard to tell how it looks based on the image.
That is definitely not Full Bands. I would pick up PCGS Coin Grading and Counterfeit Detection if you haven't already, it has good pictures of what to look for for this, and other designations.
It doesn't look like anything special to me. Am I missing something here?

that's usually the case to prevent FB. Too much wear on the wing for MS or even high AU.......JMO.
