I'd say either a 63 or 64. I'm leaning toward 63 due to cheek chatter.

Don't wanna come across as a smartass(which on occasion I've been known to be ) but is that not luster circled in red ??

If it was a Carson City coin, sometimes the grading services get lax and give MS-64s to coin like this, but for a common date Philly coin, there is not chance of that.
