Well technically speaking they are right. Since the 'dip' is only removing the oxidation/corrosion products which are no longer the metal. (I.E. if it has already formed silver sulfide, then it's no longer silver metal). So technically the stuff is just removing the corrosion/oxidation compounds on the surface. If it were aqua regia, then it could also remove the pure metal itself and quite easily. Though if it were aqua regia the solution would be horribly corrosive. To attack either of the three metals listed, it would probably need to be nitric acid, and again, that's pretty tightly watched so I doubt that it would be in a cleaner like this. So really, it's just something that removes the tarnish and toning, but not the metal. (However, by exposing fresh metal to the atmosphere, it will allow that metal to tarnish and corrode as well, so you can get technical again and say that it does remove metal by allowing more metal to react with the atmosphere).
