I always thought they were genetically freaked out copies or mutations created specifically for Full House - one looks a little less "finished" than the other, especially around the mouth. They are human? Well, apparently Cameron likes them - "to each his clone".
I'm not sure, but I think they may actually be fraternal, and not idential twins, which would explain why they look slightly different. Perhaps smoeone else can confirm.
