I think they do, it's just not too common to find those... then again, that coin does have a fantastic strike, and just a hint of rub.

I'm not sure how long they have been doing it, but I have seen several AU SLQ that were FH. I have even seen one in AU55FH.

The PCGS Population report shows a 1918/7-S graded XF-40 FH. ALso a couple of 45 FH's for the same date.

How could you tell an XF full head, though?? Wouldn't the head be worn consistent with the rest of the coin, and hence no longer be full??

PCGS designates FH on all SLQ's Au-50 and higher.
with one exception which is the 18/17-s which will get it as low as Xf-40 if warranted.

I see one in the pop report graded as low as 40FH. Lots of AU's.

Thats why there is only one graded FH in that grade. Its a hard grade to find in FH.

Looks like a crack out to me
