I think he is saying just the 1952's and the 1961 are in green holders and can be resubmitted.
"This is a beutiful set of white coins I started 7 years ago. All 35 coins are PCGS Ms 65. The following 17 are FBL 1948-1948D-1949-1949D-1950-1951D-1952-1952D-1953D-1954-1954D 1956-1957D-1958D-1959-1959D-1960. The 1952S and 1961 are MS 65 in green holders and can be resubmitted for upgrades to 66. I will FAx all PCGS regisrty numbers so you can see first hand the coins gradings. This set catalogs for $8760 in the PCGS price Guide I will start at thousands less. If you have any questions let me know. The key coin is the 1949D FBL that lists for $1850. . I will ship in PCGS Coin Boxes that hold 20 coins. Buyer resposible for shipping and insurance fees. We do not charge any handling fee."

Typical unethical dealer trick. Wise collectors aske the dealer why he hasnt submitted the coin themselves.
An more reputable dealer, like, Rare Coins of New Hampshire, does this for collectors. You send them a coin, if they think it will upgrade, they let you know, and you get more money!
Today's mighty oak is just yesterday's nut that held its ground.
What BS!! You still have to look at the damn coin!!!
I've seen Ebay listings in which they suggest an OGH coin is "upgradable" when It would appear to be bigger downgrade risk!! When you have a seller that regularly trades coins, more often than not their OGH offerings will not be upgradable or may even be overgraded.

The issue is whether they'll receive the upgrade

The problem is that it's phrased as a certainty.

The bottom row has one green slab and the second row from the top has a rattler slab which is a light blue. I see one green slab.

You're right. I think only one is in green holder.

I know my slabs. I'm sorry it hurts to say it.

Is $5000 too much to ask for a set like this? I don't collect Franklins so I wouldn't know.
Looking for PCGS AU58 Washington's, 32-63.

No, he's implying that it's an automatic upgrade.
