Wow - I can see where they got JFK halves from - took out that ugly lady and put in a man of distinction - left liberty the same - on the reverse updated the fonts and made the bird spread eagled.

If you look at all the MS-64s that are offered you can find coins like this.
Why is this an MS-64? Probably because it has been dipped. It's really impossilbe for a coin that is almost 60 years old that has not spent almost all of its life in dark bag in the vaults of the Treasury to look like this. Original coins are a little more "mellow" and not so bright.

May have been dipped, but that's not why it's in an MS64 holder. There are plenty of dipped Walkers in MS67 holders. It's an MS64 because the strike is weak for a P mint coin.
