What is this... toning?

Hi,

I just got a coin in... a Stone Mountain commem, and it appears that the Southern rider's leg has been wounded... there is a black toning (?) on it on several places. Can you tell me if this is just toning, or what... I have never seen toning like this if it is... it looks like ink (however I doubt it is).

If I dipped the coin, do you think it would grade better at PCGS... the coin has incredible luster, and those spots are the only think I find detracting.
