I seem to recall also being told or reading that the bands had to be fully round. To receive that designation on either series the coins should be struck quite crisply. Looking at the enlarged image of the subject coin I don't see either set of bands, top or bottom, as being fully struck and/or fully defined. I think that's what the designation entails, fully separarted, fully struck and fully rounded bands.

Random thoughts... I've seen a lot of FB-designated Roosies that didn't look FB to me...and frankly I think that TPGs are inconsistent in labeling them as such due to the reverse design. In fact, such designations on this series are a comparatively new thing vs. Mercs, and imo I think the reason why is because of the comparative flatness in the torch design as opposed to that of the fasces on the Merc.

This might help - the yellow arrows are incomplete sections. The red arrows are possibly but can't tell from pic and common areas incoplete. The area on the lower band below the yellow arrows is flattened, not struck up to fill the die making them raised and round. I dislike Roosevelts because few that I submit are worth submission costs.

Some information on the Roosevelt dime full bands and other stuff.

    PCGS video
(the link should start just before the Roosevelt dime part, could not get it to do that with the video within the post)

About the same information here which as noted in article is in pcgs market report.

It has been shown many times that a photo can change strike characteristics. This is also seen with respect to contact marks. In this thread repsrpms did a gif showing how strike characteristics change with light angle. Noting that the bands have some arching to them (left to right sides of bands) there could be some of this going on even on better photos. Previously one poster (now banned) posted a question on full bands or not and responses were quick as to not full bands. However, the coins shown were pcgs graded full bands. This stuff combined with the subjectivity of 'where the line is drawn' as to FB or not can make it difficult to determine and especially from photos.

Just for reference here are close ups of the pcgs graded coin in question.
