Wondering how the printing on the middle note is off center but the other 2 notes are not? Any idea?
Edit to add the middle note is also missing 1 serial number

Wondering how the printing on the middle note is off center but the other 2 notes are not? Any idea?

So the middle sheet must have been misfed into the press at an angle accounting for the 3rd printing being out of orientation. And as for the missing serial number, there was probably another sheet or flat object that covered and obstructed that serial number when that printing took place.

Three consecutive sheets, one on top of the next. So the note ending in 890 was printed first, 891 printed next and 892 after that. F3 number near the top left is the note position for all 3 on their sheets. Here’s what a modern half sheet looks like.

If I may....The phrase, "wet ink transfer" does not exist, it's called "offsetting the sheets".
Don't sit on the skid that just came off any type of press .
