As far as the wear, the coin has an infinite number of nicks/dings all over both sides. Chatter is somewhat of an understatement. Liberty shouldn’t have 5 o’clock shadow where we see each hair stubble on a mint state coin.
As far as the scratches, they are on the reverse side eagle’s wing. Possibly graffiti, but more likely 2 or 3 semi-circular scratches.

though call- I would like to see the surfaces in hand. My concern is that the surfaces may not measure to expectations- and if not, its a 62. If the coin has the look in hand, I think 63 is appropriate

Id resubmit that one multiple times. I see no evidence of a cleaning whatsoever. Angles could tell a different story though.
I recently had a coin grade details / roller marks yet it came from a mint set. So I would agree with the details grade with all the scratches but not the cleaning part.
Any evidence of cleaning is not showing up in the pics. A perfect example of why you can't really grade from pics.

Not my series at all , but I was going to WAG that luster trumped bag marks and got it to 64. With info that it did not straight grade, the obverse field front of face does look a bit off.
That nasty muted paste coloration on both sides (i.e. the cleaning) is another thing that should have dropped this to AU details, in addition to my comments above. PCGS got this one wrong, it’s not unc.
This thing is a mess of a coin. I say don’t throw good money after bad by continuing to resubmit this dog, but to each their own. Sell it and move along (quickly).
It probably had some hairlines which don't always show up in pics unless the coin in angled just right under a bright light.

Cleaned? True View pictures strike again. When using (Not so) True Views the title should be "Stump the Graders" not "Guess the Grade" (of the pictures).

Looks like a textbook 62. No discernible wear. Might be a 63 if it were a common date, but get's a proper grade of 62 because it is a key date.

Bummer…. I was in the 63 camp, yes lots of little marks, but luster and eye appeal helped prop it up. Did not see a Details grade coming.
