What's going on with this 25c Ohio state quarter?

Have an odd OH 25c quarter that I am curious about. Picked it from a booklet that someone had filled from the individual mint sets (or so they said -- if this matters at all).

Weight is 5.769g

To be more specific, I'm referring to whatever is going on at the bottom of the state outline.

I've spent a fair bit of time looking online for one that matches, but can't locate anything. Of course it could just be PMD, but I figured I'd check here first before dismissing it.
