CAC and PVC

I found this on the CAC website "What is a "Details" graded coin?" It goes on to ask,
"Does CAC Holder "Details" coins?" And it answers,
"Yes, CAC encapsulates details coins. The only time a coin will not be holdered is if it has PVC residue, is counterfeit...."
Since CAC regularly discovers PVC on coins that have been graded by PCGS and NGC, what does one do with a coin that has PVC?

If you wanted it in a CAC slab, you'd have to either send it for conservation, or crack it out and remove the PVC yourself. Assuming there wasn't any permanent damage to the surfaces, it should then straight grade.

A previous leader of PCGS, when I asked about PVC and he agreed there was PVC on the slabbed coin, told me "It isn't active so it really doesn't matter". He only cared if it was active.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
How can you tell if PVC is active or not other than by holding a coin for several years and monitoring it for any changes?

A slabbed coin that has developed PVC needs to be conserved. Our hosts offer such a (conservation) service. Damage to coins from long term exposure from the atmosphere or PVC no joke.
I see PVC / badly tarnished coins that have gone bad in holder off the bourse or online being offered all the time. Buyer beware.
For me how long the PVC there does not matter. The coin has already been damaged and it’s sales potential reduced if not zilch. Not something want keep in inventory.
Coin had been holdered years before I got it (note: I don't remember the exact coin and I no longer have it, but I do remember the conversation with Don about it). He said that it was obvious, to him, that the pvc was not active and not causing any (additional) problem.
If I do recall, about the coin, it was not an expensive one and it wouldn't have made sense trying to spend a lot of money on it. It looked nice, for what it was, but it was one I ended up letting go a long time ago.

Does anyone have photos of what PVC looks like on a coin?

Often it is stated as a greenish film or blob type spot but..... In recent past I have been going through old put away boxes and organizing and cleaning up stuff. I did a thread on PVC with one of the items from a box. Several photos included and did a 'clean up on isle 5' type thing.

Also cleaned up some foreign coins that had been stored in old PVC 3 ring album pages. Took one picture with a page tilted up and can see the green on the edge and some on the surfaces (not green but similar to other thread).

Sometimes PCGS and NGC do not catch the PVC. This causes these coins not to sticker at CAC.
Should a lower PVC standard be accepted from PCGS and NGC or should one expect PCGS and NGC correct the situation by offering a reduced fee for removing the PVC and reholdering these coins?
No. Blaming the TPG’s incorrect IMO. PVC in my experience often happens after coins slabbed. Years ago a dealer I knew had freshly slabbed GEM bright white MS65 generic WLH. Real PQ blazers. People coming up to his table drooling over them. An investor Friend bought a few from them but over time about all went bad in the holder (PVC). Like possibly the submitter sent them in non safe PVC flips. The TPG’s do offer conservation services though.
PVC is a chemical compound and in contact with a coins surface is always active, IMO. Sometimes it's just a slimy, waxy film but greenish growth is common.
