They've been doing this with silver coins from multiple Mints for years. There's nothing new here.
As for "why?", because there are people that like them. I own a couple Libertads.
For clarity, this is an after market addition, not a US Mint production.

I don't have much to add. Selective plating is a technique that I have utilized once in a while, but less often nowadays. I utilized it on items of my own design that I minted on commission.
With the plating pen that I used, it was difficult to get the plating exactly where I wanted. The approach was like using a crayon on a coloring book. Sometimes, you go outside of the lines. The plated silver eagle image above shows perfect plating outlines. I suppose some sort of mask could be used. But I wonder if the actual product you would get is as perfect as the images.
The Libertads I have do have perfect plating. I've assumed it's a mask but they must also have an optical alignment system. They really do some amazing work.

I have not examined any of those Libertads in person, so I don't know what techniques were used to produce them.
As for the second one (black background with flames around the figure), I would guess that the whole coin is first plated with dark ruthenium, and then a sticker is applied which has flames printed on it and it has cut-out areas so as not to obscure the central figure and the letters and digits.

Not my choice, but if there is a buyer, than that is capitalism working its' magic. I will stick to my set of bullion, uncirculated and proof issues, lacking only the few obvious issues for a complete set.
I have mixed feelings about these.
This one looks quite eye catching! So you are thinking these are base plated and then a type of colored sticker applied? So an acetone rinse will leave you with just black and silver design. I have no insight on how these colorized items are done. There is an Aztec calendar version that is very busy and detailed and something like an applied graphic would make sense.
