I'm a life member of Baltimore coin club and several years ago the program was a "guess the grade". Several PCGS slabbed coins were passed around with the grade covered by tape and whoever guessed the most correct grades won a prize. You guessed it---the serial number wasn't covered. LOL. When I pointed this out to the club, we all promised to not cheat by looking at the serial number.
Worry is the interest you pay on a debt you may not owe.

I agree with the consensus grade range expressed above, but would comment that the coin has a lot of character, and that is more important than the technical grade.
I'm going to say 64
She has a nice look, but a bit of hidden chatter, strike weakness, luster looks to carry the grade, but that pin scratch in the obverse field probably keeps her back.

I've been looking for an above-average '21 to match my blast white date set for quite awhile—the high relief is tough to find with lustrous white surfaces, unless you want to pay many times more for a gem.
This one came direct from a collector who was liquidating their set, and I "insta-bought" it when I saw it for a reasonable premium over guide. When a nice '21 comes along, don't hesitate.
As far as the grade, the surfaces are not gem quality. There's a small scratch in front of her nose, a couple hits on the cheek, some flattening of luster (mostly on the obverse) and some field disturbances on the reverse. That said, I think it's nicer than graded and hope to get her in a 63+ or 64 holder one day.
Kudos to @Tramp who is the only one that nailed it—it's in a 63 holder.

Keep an eye on the slight cloudiness on Liberty's neck and behind it. Appears to be light PVC. Might be worth acetone-dipping and regrading at some point.

Thanks for the note, Lance. I broke out the 10x loupe and it looks more like a metal flow disturbance than a surface contaminant, but admittedly I have little experience with PVC, so I am not qualified to dismiss your assessment. Perhaps I’ll lug this one to Summer FUN to get some in-hand thoughts.

I had a 62 in a OGH that I felt was undergraded. Yours look likes it could be a 64, which was my guess above. This is one of my favorite coins but you are so correct - it’s hard to find - all the best
Usually one thinks of PVC as being "green." What's the best way to identify PVC like this when a coin is in hand?.
Very often PVC appears as a white or grey hazy slime, attacking a large portion of the coin...not just spots here and there which can have a green appearance.
Here is an MS67 I used to own which turned in its holder. Acetone can remedy the problem if it hasn't been allowed to develop for long.
