I like it! I grade it MS64BN, so it's under for me.

Not 100% sure on the color, but it doesn't look over graded at all. I would say correct, and possibly premium for the grade.

What generation of holder is it in?

It is a newer holder. I like the look. Some folks do not like any blue on cents. I am not in that category. Very lustrous and mark free coin. This one will be cracked and set to CACG when opened.
Under graded by a point, I may be mistaken but I could swear that I read or heard somewhere that JA is not a fan of the blue tone MS70 look on copper. Not sure that is one I would crack, maybe a good crossover candidate for CACG.
Personally I find it a very attractive look and have a couple with a similar look.
