My guess is modern counterfeit.

I'm no Morgan specialist even though I have a few but those letters look too perfect. As in the wear on the obverse doesn't seem to reflect the wear on the reverse. Is it fake? If it's real I'd say VF35 but the coin seems off, the hair detail looks too good. It's not in a holder and it's the CC key date.
Fake, looks wrong. Struck matte-like appearance. Compare hair detail for example to Heritage slabbed or other "legit" examples. Eagle breast off, then look at how well struck the rims are! On and on.....
Well, just Love coins, period.
Not a genuine 1889CC so no grade, will be in a body bag.

Not a guess- a modern counterfeit.
And the hit on the cheek makes it a damaged modern counterfeit.

Doesn't accept returns! I'd be very hesitant on bidding. Way too many fakes on the market.
The real question to ask is whether I can afford to lose $400+. If details grade doesn't bother you then go for an already certified details grade. There's several certified details VF under $1400.

Counterfeit - the hair, lettering, mintmark, and especially the rim (12 o'clock on the reverse) all look way off
Why would he lose 400$? Ebay's refund policy is heavily weighted in favor of the buyer.

I contacted the seller, who sent the following reply:
