Is this a mint error on Morgan 1886-P?

Would love to get your thoughts on this coin. Seems to me that many of the letters have been double struck along the rim edge. On the obverse on “Pluribus Unum” and on year with some of the stars to the right of 1886. On the reverse bottom of “DOLLAR” and along the top of “STATES OF AMERICA” especially the CA in America looks a bit distorted. What do you all think…mint error?

    Here is a bust half (not mine, just got it out of coinfacts) with a little wear on the dies for comparison.
