You can add the top bands also. On the obverse it looks like the tool got used for some reason also. I see raised metal.

Yes, bands cut.
I agree and cannot fathom why it hasn't been done with a specialized tool that would remove the sharp edges. Lot's of money differences in certain coins for this feature. 1945 for one.
