4pl-I'm often surprised at how high they grade. But they do show scuffs and scrapes way more than non pl/dpl coins, so I suppose it's the right way to do it.
This is a typical look for the date. PL63 with about a 50% shot at 64 which suggests PL63+ seems reasonable. The CC Morgans are baggy for various reasons. The quality of the product for the most part is excellent especially for 82-84. The standard for grading these remains a work in progress given how they were handled, stored and transported. Keep in mind that bag marks on PL surfaces are magnified and look worse than they are.

My grade would be MS-62 PL because of the marks on the cheek.

That is a little tough. Here are some 63PL's from CoinFacts to compare to yours. The 62PL's on CoinFacts are far worse than your obverse. Maybe an email to pcgs with a copy of these grades might get you a free regrade. Who knows.

Seems to be a lot of chatter on the obverse so I would guess 62
Even making allowance for CCs being baggier coins as a rule, I'd call it 63PL, which means they gave it a 64PL.
