Difficult to tell and more so from a single photo. However, after enlarging there appears to be some other dark specs and in a streak like fashion on the forehead and above eye.

Again a photo but the other 'toning' is suspect to me but could be good. It just appears to possibly be more like a film or have a thickness to it. The neck shows this also. Could maybe soak in acetone and see if it remains like toning or starts to come off. However, if you have the coin in hand it might be more defined as toning.

Dip it in acetone. If it is PVC it will come off, if it is toning it will not come off using acetone.

Agree. Looks like an area where the copper didn't mix well and subsequently corroded.

I didnt disclose that the coin is already straight graded and a very well known numismatist thinks it is not PVC.

I agree that an evening in an acetone bath should provide an answer. It looks like pvc to me and if so should float away without removing toning.

    Damage, not toning.

Not serious. A small eye sore. Acetone may help if it's PVC but it won't go away entirely.

Would agree with the acetone rinse until you mentioned it is already slabbed with a straight grade. Unless it is in a non-respected holder, the acetone rinse in no longer an option without risk. Sell it and get another that you enjoy. That mark would bother me every time I looked at it.

Sure looks like pvc to me.

That is not tarnish. Looks like verdigris, and should be removed. Cheers, RickO

not quite a planchet flaw but a small bad alloy mix spot where the copper has a small spot of verdigris on it, looks like a small anacs or older type ngc slab, sometimes nickels turn darker for some reason in these early slabs.
